Description
AERONET receives data files from each instrument that begin with a header block containing site metadata, followed by rows of actual measurements. This flag is raised when a full week's transmissions contain only the header and no measurement records, meaning the instrument is communicating but not producing or reporting data - most commonly because it is not in automatic operating mode.

Solution Level 1 (< 5 minutes)
1. Ensure that the instrument is in Auto Mode.
Solution Level 2 (more involved)
1. Contact AERONET for assistance.
Solution Level 3 (last resort)
1. Return the instrument to AERONET for maintenance.
